Important NSF News regarding Responsible Conduct of Research (RCR)

The NSF now requires an institution to certify in its grant proposals that it "has a plan to provide appropriate training and oversight in the responsible and ethical conduct of research to undergraduates, graduate students, and post-doctoral researchers who will be supported by NSF to conduct research."   NSF said this change was mandated as part of the America COMPETES Act and is contained in the revised NSF Proposal & Award Policies & Procedures Guide.  The complete America COMPETES Act can be found HERE .

Effective April 2009, NSF grant applicants must include the required post-doctoral fellows mentoring plans as a one page supplementary document, NOT as part of the 15-page Project Description. This update modifies the policy described in a previous announcement.

The exact language from NSF 09-29 April 2009, Chapter II, Section C.2d(j):

j. Special Information and Supplementary Documentation

Except as specified below, special information and supplementary documentation must be included as part of the Project Description (or part of the budget justification), if it is relevant to determining the quality of the proposed work. Information submitted in the following areas is not considered part of the 15-page Project Description limitation. This Special Information and Supplementary Documentation section also is not considered an appendix. Specific guidance on the need for additional documentation may be obtained from the organization's sponsored projects office or in the references cited below.

Postdoctoral Researcher Mentoring Plan. Each proposal that requests funding to support postdoctoral researchers must include, as a supplementary document, a description of the mentoring activities that will be provided for such individuals. In no more than one page, the mentoring plan must describe the mentoring that will be provided to all postdoctoral researchers supported by the project, irrespective of whether they reside at the submitting organization, any subawardee organization, or at any organization participating in a simultaneously submitted collaborative project. Proposers are advised that the mentoring plan may not be used to circumvent the 15-page project description limitation. See GPG Chapter II.D.4 for additional information on collaborative proposals.

The Office of the Vice Chancellor for Research and the CUNY Postdoctoral Development Program have developed a brief document ( HERE ) that provides details of University-wide mentoring resources available for CUNY postdoctoral researchers.  This document should prove useful for CUNY faculty submitting NSF proposals that include funding for postdoctoral support.

NSF has announced a revision of the 1996 Academic Research Infrastructure Program: Facilities Modernization Solicitation.

The ARI-R² program will invest in the repair, renovation, or in exceptional cases, the replacement of existing research facilities.  It does not support the construction of new research facilities.
